the 9 buji are actually parts of the jubi witch is the 10 taled biju it had one eye with mangekyo sharingan and that is why madra wanted to get all the biju to bring back the jubi cause its the most powerful and its previous host seperated him into 9 parts before he died so it wont be to much trouble to seal the others…and the jubis body became the moon..
and that is why madaras plan will be called “eye of the moon plan”
