as far as the manga goes, during the 2 year time skip, each member of the straw hat pirates trained and increased their skills exponentially as seen when they defeated the pacifistas in less than 10 seconds. As for luffy, he trained his haki and has currently mastered an unknown haki which tames animals, an example is when he tamed the krakken and all the other gigantic animals on amazon lily. After the members met up at sabaody, they went straight to fishman island which is 10000km below. When leaving, marines are pursuing them but some of their trainers or those with them during training stalled the marines.

Currently, fishman island, specifically ryuuguu palace is pursued by hodi jones, leader of the new fishman pirates, and van der draken, which have the ability target-target.

However inside the palace is the strawhat pirates except for luffy, robin, frankky, chopper, and sanji. They were arrested because they are predicted to be the ones that’ll destroy fishman island.

by the way the part where luffy, ace and their childhood friend sabo, which will take almost 4-10 episodes, are part of the story and included in the manga. But as for me, it can be considered a filler since its useless (for now, i think. but for the future that will make sense since dragon is involved).

@TyR3m- you almost got the idea about fillers, but got it wrong a bit. fillers are RELATED to the story but will not affect how the story goes.
